The Minister of Communication, Digital Technology and Innovations, Samuel Nartey George, has issued a stern warning to all mobile network operators in the country, urging them to improve service quality by December 31, 2025, or face unprecedented financial penalties.
A substantial portion of these fines will be used to compensate affected customers. This strong directive was given during a high-level meeting on Friday, May 30, 2025, where the minister met with the CEOs and technical teams from MTN, Telecel, and AT.
His message was unequivocal and emphasized that despite the extensive infrastructure and visible presence across the nation, subscribers are facing consistently poor service, particularly in rapidly growing urban areas and key regional towns.
“We are not engaging in sentimentality. We are focusing on engineering,” Mr. George remarked, highlighting a results-driven approach. “If you have the infrastructure but your service is still lacking, we must begin to enforce regulatory measures.” The meeting featured a presentation from the National Communications Authority (NCA), which was based on a comprehensive evaluation of 48 locations nationwide.
This investigation, prompted by an increase in public complaints, evaluated operators based on four critical Key Performance Indicators (KPIs): 3G Coverage, Call Setup Time (CST), Mean Opinion Score (MOS) for call quality, and 3G Data Throughput.
