The Attorney General and Minister for Justice, Dr. Dominic Ayine, has disclosed a complex fraud operation purportedly orchestrated by Gifty Oware-Mensah, which involves the improper use of National Service Scheme (NSS) allowances to obtain a loan.
During a press conference held in Accra today, Friday, June 13, regarding the government’s anti-corruption initiative, Operation Recover All Loots (ORAL), which targets the National Service Authority, Dr. Ayine stated that the investigations into this scandal have been finalized and that legal actions are about to commence.
He stated, “Our investigations reveal that numerous ghost names were intentionally included in the lists provided to vendors, misrepresenting the actual number of service personnel.”
He elaborated that after vendors received inflated payments due to these ghost names, certain NSS officials approached them to reclaim the surplus funds:
“When these vendors ultimately received the payment, their directors and staff would then reach out to the vendors whose accounts had received the payment, meet with them, and collect the extra money that had been added to the vendor’s payment.”
Dr. Ayine also revealed:
“For example, we have definitively established that after collecting these funds, some of the suspects, including Gaise Nyarko and Oteng, handed them over to suspect Osei Asibey Antwi in cash, and on some occasions, deposited the cash into his bank account.”
He described a larger fraudulent scheme allegedly masterminded by Gifty Oware-Mensah, a former Deputy Executive Director of the NSA.
