The Minority in Parliament has urged the Business Committee to arrange for the Finance Minister, Dr. Cassiel Ato Forson, to come before the House next week to repeal the Energy Sector Levies (Amendment) Act, 2025, often called the Dumsor Levy, after its indefinite delay.
Even though the government has halted the levy’s implementation, the Minority Leader is advocating for its repeal.
During a session in Parliament on Friday, June 20, Minority Leader Alexander Afenyo-Markin stressed the need to repeal the law using the same urgent certificate that facilitated its original passage.
“The appropriate action is to repeal the law. The Majority Leader should schedule the Finance Minister to meet with us next week to repeal this law under the same urgent certificate.
“It is crucial; they must ensure Ghanaians understand that what the Minority stated about the ‘dumsor’ levy being incorrect has been acknowledged for the first time,” he remarked.
On June 13, 2025, the Ghana Revenue Authority (GRA) issued a directive to suspend the levy’s implementation, which was supposed to start on June 16. The levy aimed to add extra costs to petroleum products to support the stability of the power sector and address existing debts.
